A special model for measuring and monitoring the costs of operation and maintenance (O & M) of the infrastructure projects has been developed since January 2013 on behalf of the Ministry of Economics and Planning of the Kingdom of Saudi Arabia (KSA).
Up to now, only one system of capital investment (CAPEX) was available to the Saudi Arabian government. The new model represents a turning point in the treatment of the issue of infrastructure planning and financing and a completely practice-oriented, innovative tool for both the country and the global context. It is intended to increase the efficiency of the allocation of funding into infrastructure projects and to improve the (technical, ) Maintain the infrastructure in KSA. As a result, the effectiveness of investments in the existing and to be built infrastructure is significantly improved.
The project is carried out on the ground (Riyadh, Saudi Arabia) under the auspices of the German Association for International Cooperation (GIZ). Other partners in the project are, besides Wagener & Herbstberater, Dorsch International and Dornier Consulting. The first of the three phases of the 2013 project — the development of the methodology to measure O & M costs — was successfully completed.
